"Any new law passed by Congress to modify America's Healthcare System should:
 

Choose one or more options:

  • Provide for the federal/state government takeover of all healthcare, other than individual medical practices, so that all health care institutions other than physicians' practices are owned by the government.
     
  • Allow all Americans to use only those healthcare institutions and physicians which the government says they should use.
     
  • Permit all Americans to chose their healthcare institutions and physicians without government input.
     
  • Make it illegal to use, or obtain insurance to purchase, healthcare services other than those allowed to all Americans under a government prescribed plan or regulation.
     
  • Continue to permit all Americans to supplement any government prescribed healthcare coverage or services with additional insurance or other healthcare coverage or insurance desired by each individual.

Choose who should own the health care system:

  • Leave ownership of the healthcare system in private hands but provide for a government operated and owned single payor insurance system where the Federal government is the sole insurer for all Americans.
     
  • Leave ownership of the healthcare system as well as most insurance carriers in private hands, but provide for a government operated and owned insurance company which would compete with private insurance carriers.
     
  • Leave ownership of the healthcare system as well as all insurance carriers in private hands, with no government competition, but providing for tax credits to individuals to provide them funds which will assist them in purchasing insurance.
     
  • Leave ownership of the healthcare system as well as all insurance carriers in private hands, with no government competition, but provide cash stipends to ALL Americans to assist them in purchasing private insurance.
     
  • Leave ownership of the healthcare system as well as all insurance carriers in private hands, with no government competition, but provide cash stipends ONLY to needy persons below a certain income level.

What should happen to people who do not participate?

  • Impose fines on persons who refuse to purchase health insurance.
     
  • Impose the penalty of loss of a driver's license on persons who refuse to purchase health insurance.
     
  • NOT impose fines, loss of driver's license, or other penalties on persons who refuse to purchase health insurance.
     
  • Allow all persons to purchase any health insurance they desire, with coverage they desire, from any licensed insurance company, and across state lines, so that states do not impose limits on what insurance is available.

Include or don't include the following:

  • Require all healthcare providers (hospitals, doctors, and pharmacies) to post on the internet the cost of their various products and procedures so that individuals can be better able to make price decisions and encourage price competition.

Choose an option on Tort Reform:
 

  • Provide for Tort Reform in the form of placing limits on recovery for actual damages recoverable by plaintiffs.
     
  • Provide for Tort Reform in the form of placing limits on recovery for punitive damages recoverable by plaintiffs.
     
  • Provide for Tort Reform in the form of making plaintiffs liable to the doctors they sue for some of the doctors' attorneys fees if the plaintiffs lose (the "English Rule")
     
  • Not provide for Tort Reform.
